Institutional Statement on Academic Quality, Transparency, andEducational Responsibility.
To Our Students, Faculty, and Community:
IBECAM University reaffirms its commitment to rigorous education, academic integrity, freedom of inquiry, and the preparation of professionals who can contribute to the development of their communities and the well-being of the United States.
In response to the letter from the Florida Commissioner of Education dated August 18, 2026, addressed to independent postsecondary educational institutions, we present the following commitments. Their institutional foundation is set forth in our Catalog and our Compendium of Policies and Procedures. The initiatives announced in this statement will be implemented through the appropriate institutional procedures.
Transparent Admissions Based on Academic Requirements. – We will apply the published requirements for each degree level, verifying academic credentials, required documentation, and the conditions necessary for participation in online education.
Admissions decisions will be based on objective, documented academic criteria applied consistently and without unlawful preferences. We will make information on admission requirements, procedures, and enrollment terms readily available, in accordance with our equal opportunity policy.
Freedom of Inquiry and Respectful Exchange of Ideas. – We recognize students’ right to academic expression. We will promote critical analysis, reasoned discussion, and the examination of different perspectives relevant to each discipline.
Respectfully expressed disagreement will not constitute grounds for disciplinary action. At the same time, we will enforce policies that protect our community from harassment, threats, and conduct that interferes with learning or institutional operations, including in virtual environments. Disciplinary decisions must be based on verifiable conduct and the applicable procedures.
Intellectual Pluralism and Faculty Quality. – Our mission emphasizes critical thinking and the preparation of ethical, competent professionals. To advance these goals, we are committed to reviewing course content and instructional materials to encourage the study of relevant perspectives and their evaluation through reasoned argument and evidence.
We will also develop documented criteria for faculty selection and evaluation based on qualifications, experience, teaching ability, and professional integrity. These criteria will safeguard intellectual pluralism and prevent adherence to a particular political viewpoint from becoming a condition of employment.
Cost Transparency and Student Outcomes. – We will provide accessible information on tuition, fees, payment terms, institutional financial aid, and cancellation and refund policies. The information provided before enrollment must enable students to understand their financial obligations.
We will review institutional costs to identify opportunities for efficiency while maintaining educational quality. We will compile indicators of retention, completion, academic progress, and career outcomes, using clear definitions and measurement periods. Any published outcomes must be supported by documentation.
Academic Rigor and Fair Assessment in an Artificial Intelligence Environment. – We will adhere to the assessment criteria communicated at the beginning of each course and assign grades based on demonstrated learning. We reject grade inflation and any grade adjustments that lack academic justification.
The integration of artificial intelligence and technology, as outlined in our mission, must enhance learning and preserve the integrity of authorship. We will develop guidelines defining permitted uses, disclosure requirements, and restrictions applicable to assignments and assessments.
Reviews of potential violations will be based on evidence and will provide students with an opportunity to explain their actions. Automated tools may assist in the review process but will not replace academic judgment regarding the facts.
Serving American Students and Addressing Florida’s Workforce Needs.—Asan institution located in Florida, we will pay special attention to the educational needs of American students and the skills required by the state’s workforce sectors.
Our online learning model aims to expand access to higher education and support the academic progress of individuals who need study options that are compatible with their work, family, and personal responsibilities, including residents of Florida and other communities across the United States. To achieve this, we will provide personalized guidance on academic programs and admission requirements, support throughout the application process, and an assessment of how each applicant’s educational goals align with their chosen program.
This commitment will be carried out with transparency, inclusion, and equal opportunity, in accordance with published institutional requirements and procedures, while ensuring equitable treatment for all prospective students.
We are committed to incorporating relevant Florida labor market information into program reviews and career guidance services.
Integrity in Partnerships and Protection Against Improper Influence. – In academic partnerships and research activities consistent with our mission, we will verify the identity of participating entities, the obligations undertaken, and the terms of funding.
We will not accept conditions that compromise academic independence, assessment integrity, information security, or the legitimate interests of the United States. International relationships will be evaluated based on their terms and verifiable risks, with due respect for equal treatment.
